Commission's Purpose
The Frederick County Planning Commission (FCPC) approves site plans, subdivisions, and modifications to the subdivision regulations, and makes determinations of adequacy related to the Adequate Public Facilities Ordinance. The Frederick County Planning Commission also makes recommendations to the County Council on County Code amendments, rezoning, and comprehensive plans. Per the Frederick County Ethics Law, members are required to complete an annual Financial Disclosure Statement. For more information, contact the County Attorney’s Office at 301-600-1030.

Meeting Times
The Frederick County Planning Commission meets at 9:30 a.m. on the second Wednesday of each month, and as necessary on the third and fourth Wednesdays.

The Commission consists of 7 members. Appointments occur on a rolling basis and as positions open. Non-members are encouraged to attend and participate in activities. Procedure for Appointment
Commission members are appointed by the County Executive and confirmed by the County Council. Members serve 5-year terms. If your qualifications match current openings, please apply by sending your letter of interest along with a current resume to FCGBoards@FrederickCountyMD.gov.

Providing Public Comment
For public hearings, individuals are allotted 3 minutes and recognized organizations are allotted 10 minutes. A recognized organization must provide to the Planning and Permitting Division a copy of its bylaws, which must be adopted at least 90 days prior to the Commission meeting, and a formally executed resolution from their board of directors authorizing that person to speak on behalf of the organization for that matter.
Written comments must be submitted to the Planning and Permitting Division at least 48-hours in advance of the Commission meeting in order to be considered by the Commission. Written comments may be mailed to the Division of Planning and Permitting, 30 North Market Street, Frederick, MD 21701 and are accepted via email to PlanningCommission@FrederickCountyMD.gov.
Public comments for workshop items may be accepted at the discretion of the Planning Commission.
Committees
The Planning Commission formed three committees in 2022 to research and formulate recommendations concerning: (1) mixed-use development; (2) transfer of development rights; and (3) community outreach and engagement.
Mixed-Use Development
The Planning Commission has noted the difference between the expected and the actual outcomes resulting from application of the County’s mixed-use zoning regulations. This Committee will formulate recommendations for achieving the kind of integrated mixed-use development envisioned by the Livable Frederick Master Plan.

Transfer of Development Rights (TDR)
Some Maryland counties have enacted a TDR program to allow for sale of property development rights and their transference to areas planned for greater density. The TDR Committee is considering potential opportunities and challenges associated with TDR programs and will formulate recommendations based upon its findings.
Community Outreach and Engagement
This Planning Commission Committee will review current outreach and engagement efforts and develop recommendations to foster maximum public involvement in the planning and development review processes.
